Dr. Marne Foster
President
Dr. Marne Foster, a San Diego native, is a transformative leader and tireless advocate for equity and social justice in education. As President of the Black Women Strategic Empowerment PAC Board, Dr. Foster leverages her decades of experience to amplify the voices and impact of Black women in leadership. She currently serves as the Student Learning Outcomes Coordinator at San Diego College of Continuing Education (SDCCE), where she leads more than 600 faculty and staff, fostering student success through the assessment of student learning and use of data to improve instructional programs. Her deep commitment to empowering marginalized communities is reflected in her leadership on contextualized learning initiatives and her recognition as the 2022 Faculty Woman of the Year by the San Diego Chapter of the American Association for Women in Community Colleges. Dr. Foster’s career reflects a steadfast dedication to advocating for underserved students and advancing diversity in education. As a former President of the San Diego Unified Board of Education, she championed policies that disrupted the school-to-prison pipeline, prioritized English language learners, and established district-wide cultural proficiency training. A trailblazer in equity-focused education, Dr. Foster continues to shape inclusive policy and empower future leaders through her work with organizations such as the California Federation of Teachers’ Human Rights Committee and the University of San Diego’s PhD in Education for Social Justice program. Above all, Dr. Foster remains deeply committed to uplifting communities and inspiring the next generation of leaders.
